It does not add unique accounts reached, and it does not decide whether Instagram recommends the Reel to more people.

Instagram Insights reports views and accounts reached separately. Views count plays, including repeat plays; reach counts the unique accounts that saw the Reel. Watch time, saves and shares show whether people actually engaged.
